Driving on & over the pavement
Under Section 72 of the Highways
Act 1835, is illegal to drive on the pavement anywhere in the UK. Therefore, as
any vehicle parked on the pavement has, by definition, been driven there the
driver has committed an offence under this section.

This is a police enforceable offence and can be simply reported using Operation Snap (see link above) , a national police service that allows members of the public to submit information regarding traffic offences - with no need for confrontation with the drivers
